Requirement of a Minimum Local Content Percentage for Mandatory List Products

Asharqia Chamber extends its warmest greetings to you and would like to inform you that it has received an email from the Federation of Saudi Chambers dated (20/4/2026), referring to what the Federation received from the Local Content and Government Procurement Authority, No. (1/47281/21), dated (28/8/1447 AH), which, further to the circulars issued by the Local Content and Government Procurement Authority regarding the minimum local content percentages in the local content certificate as a criterion for some mandatory list products.
Therefore, we inform you that the Authority has begun applying the criterion requiring minimum percentages for the local content certificate for producers of (ceramic tiles and porcelain tiles) starting from August 1, 2026, and for products (split air conditioners, water pumps, water valves, copper wires, and 219 medical devices and supplies) starting from August 1, 2027. We also wish to inform you of the Authority’s advice that “the minimum percentage is subject to periodic review and updating, and government entities must adhere to the content of this circular when receiving mandatory list products in government tenders and procurement from its effective date stated above. This circular does not apply retroactively to tenders and procurement issued before the effective date.” The Authority also urges that the relevant specialists be directed to follow the updates to the mandatory list through the Authority’s website in order to keep pace with all updates and changes in this regard.
