Launch of the Service for Submitting Exemption Requests Through the Etimad Platform

Asharqia Chamber extends its warmest greetings to you and would like to inform you that it has received the letter of the Federation of Saudi Chambers No. (45546021/19), dated (1/9/1447 AH), regarding the Federation’s receipt of the letter of the Local Content and Government Procurement Authority No. (1/47274/21), dated (22/8/1447 AH), which refers to Article (Eleven) of the Rules for Government Entities Contracting with Companies That Have No Regional Headquarters in the Kingdom and Related Parties, issued by Council of Ministers Resolution No. (461), dated (13/6/ 1445 AH) (the “Rules”), which provide that government entities may apply to the Committee to exempt a company that has no regional headquarters in the Kingdom, or a related party, from the Rules for a project, projects, or a specified period of time, provided that the request is submitted before the tender is issued or direct contracting procedures begin, and to the two circulars of the Local Content and Government Procurement Authority (the “Authority”) No. ( 005847-45-205), dated (19/6/1445 AH), and No. (1/4612/21), dated (2/2/1446 AH), regarding the mechanism for submitting exemption requests and contracting cases in accordance with the Rules. The Authority advises that the service for submitting exemption requests through the Etimad platform (the “Platform”) was launched on (11/11/2025), and the service has been made available to government entities that issue their tenders through the Platform. Exemption requests for tenders issued through the Platform before the service launch date, and for tenders issued outside the Platform, continue to be submitted through the same mechanism previously followed and set out in the two circulars referred to above.
