      His Excellency the Minister of Labour, Dr. Moufarrej bin Saad Hagbani, that  supporting localization will not be achieved without  gathering  all efforts,  from  the participation of both the work  of the public and private sectors to  execute  the national strategy for employment, stressing at the same time  the   ministry follow of the movement of the employment of Saudis in the facilities  from  the inspection visits to  facilities spots as well as programs and  motives  that will do the same role in terms of follow-up and verification  .
    The minister said, in an open meeting with members of the Chamber of Commerce and Industry in the Eastern Province, and businessmen and women in the region, in the Chamber  today in head office (Sunday), that the ministry will not allow the misuse of any of the work system materials, especially in the process of  localization and raising its rates  in the private sector and enhance its participation in the overall national development.
    In terms of localization , the Minister stressed that the Ministry of Labor and its relative institutions   (Technical and occupational  Training Corporation, Human Resources Development  fund " hadaf", and the General Organization for Social Insurance), operating in the strategic plans for  localization across three  aspects: employment generation, and replacement, and support the pioneers Business; aiming  of improving national manpower   and support training and rehabilitation programs according to the needs and requirements of the labor market.
    continuing  the view of  the localization programs, His Excellency direted the attention that the remote work in the first phase of its launch about 800 Saudi in 47 cities and counties in the Kingdom , 279 employer  have  benefited  , while  this program was accompanied  by thefund  launching of  to similar initiative which is "remote work centers" , with the aim of employment and localization  in remote geographical areas to support and reduce the migration  to major cities.
    the minister reviewd,  infront of  the meeting attendance, the visual communication service, launched by the ministry recently, in order to  get  officials and leaders  to listen to   the largest possible number of customers in the various regions of the Kingdom, and communicating  with them and solve problems they face, from their presence sites without   the fatigue of travel and  transportation  to meet any of the leaders of the ministry .
    regarding the service,Al  Hagbani has confirmed , that the ministry  has  equipped  halls in all areas  with the latest visual communication techniques to  enable  customers to transact and communicate with  their leaders easily and conveniently via the nearest branches of the ministry to them, without  the hardship of traveling or to go to the head in Riyadh follow-up, pointing  that the concerned employees of the ministry have trained with the service to use the system to take over the coordination of the customers in every branch of the  as well as the main center in Riyadh.
    as an extension to the offer  of the ministry services, Hagbani talked about "labor advisor" launched by the ministry service recently , noting that the new electronic service allows you to answer customer inquiries (workers, employers and professionals in the private sector), on legal advice from the regulations and decisions of the work, and within three days of receiving the inquiry.
    Customers of  the Ministry of Labour can take advantage of "labor advisor" electronic through Labor Culture gate www.laboreducation.gov.sa service, as it allows the service request to consult about working system, whether in contract or end of service benefits, and the end of the contract of employment, training, rehabilitation, and working hours , vacation, women's work, and other consulting services.
    The minister  pointed  in the course of the meeting, to the main themes that run by the Ministry of Labour with its sister institutions, to support the work of women, which included the development of the work of women in economic activities, part-time work, children's hospitality  centers, transfer of working women, and project   localization in enclosed malls, stressing  at the same time of the importance of a safe environment and appropriate facilities for its work in the private sector.
    With regard to inspection, Hagbani said, "we are  relying on smart inspection-oriented and based on the analysis of databases to focus on the facilities that could  commit potential  voilations, and will soon launch evaluation and self-audit", explaining that  148 thousand property  have been visited over the past year, during which he recorded 73 thousand violation .
     questioniong about domestic workers file, Hagbani replyed that this file is suffering from multiple external parties affecting it, as it was in the light of the formation of a tripal committee of the Interior and Foreign Ministries and work for the development of events to bring domestic workers.
    And the minister reviewd, the  goals of " domains" program and motivating the private sector enterprises by supporting the nationalization of jobs, noting that the program focused on the first phase of the quantum factor and rates of Saudization, while " domains  "(2) the  adopted the Saudis wages as an important criterion for the classification of market segments within the mechanisms of  the program in its second  virsion,on the other hand  the quantity ranges  set to begin during the current year has included new standards to  motivate employment through the quality of the balancement  between the qualitative and quantitative factor factor.
    Complementing the program " domains "   Minister mentioned,that the number of Saudis working in the private sector reached by the end of 2015, to 1.7 million workers, after they were by the end of 2011 about 700 thousand workers, as a result of the launch of " domains " program in 2012, and it coincided with inter programs and initiatives; to support the training and employment of Saudis, and the number of Saudi women working in the private sector reached to about 477 thousand employee by the end of the third quarter of 2015, after 4 Be 50 thousand years ago.
     Hagbani explained, the stages a  of the  e-transformation of the Ministry of Labour, especially at the level of customer service, pointing  that 96% of transactions take place electronically and 4% are scattered through the labor offices in the regions, cities and provinces.
    as for the delusive  localiation  or so-called  the unproductive localiation,he indicated that the ministry has taken some action to   this kind of methods that  manipulates about localiation , by adjusting the  domains  for the calculation of less weight to the Saudis  with salary of three thousand riyals and the system of protection of wages, pointing in the same context to that the ministry is launching a weighted ranges, which will contribute more to address the un productive localization.
    He added: "technical and  occupational  training will focus on the need for qualitative labor market and quantitative cross-linking acceptance data of the National Observatory for the labor market, and updated continuously with professional standards, national and connecting  expansion of  sectoral councils ",adding that training program  for the students of the public education program will strengthen the national   occupational  balance, as well as specialized partnership programs ended  by employment for advanced service industries, as well as specialized partnership ended  by employment programs to serve the infrastructure projects, and programs for the rehabilitation of special category,and programs to support entrepreneurship, training  and support innovative programs
    For his part, chairman of the East  chamber  Abdulrahman bin Saleh Al ataishan said that the rational state has adopted many of the supporting private sector policies, in order to fulfill its role and confirm its partnership in the development process, and added: "Here we are today in a historic entitlement to establish and support the economic transformation program, which will depend, God willing, on the  localization phase and the efficiency of the human element, and we look forward in the East  chamber  during this meeting and others  for an interactive and positive dialogue about our aspirations towards a broader and more flexible work environment. "
      pointing  to the growth of the business sector in the Kingdom, even become a key element in the economic  improvement  of our country, where the official statistics indicate attainment of the contribution of non-oil sector in GDP for the year 2015 at constant prices, accounted for 39.46%, with a rate of 3.74% growth,  reflecting by  that the state of positive growth, witnessed by the sector with its most economic activities despite the surrounding challenges, hoping and looking forward  ahead of this positive growth to reach common understandings to maintain the sustainability of the positive growth of the sector in the development process despite the emerging challenges related to a decline in oil prices and its impact on all sectors of the economy.
    For his part, Chairman of the resources of East Chamber of Saleh Humaidan: "The private sector, in the light of what is witnessing the national economy of the variables become the head in the development process, and demanded a great importance to develop and improving the ways and mechanisms to invest its energies and employ his abilities in the creation and development of competitive advantages."
    He added that "what has been achieved over the past in terms of decisions and actions, helped a lot in improving the working environment, making them more flexible and interactive with the developments and in particular the project" domains "stages, had the greatest impact on the occurrence of significant changes reflected positively not only on the business sector and gains and even on the national economy as a whole ..  he expanded the capacity to absorb national manpower of the private sector, for example, the number of women working in the private sector of about 48 thousand worker in 2009 raised up to 400 thousand over 2014 workers.
    He pointed to a number of issues concerning the reality of human resources in the private sector, saying: "The talk is still going on positively about the recruitment and participation of the private sector of specialists in the field of recruitment issues under the agreements with the countires, with regard to the feminization of women's shops in the open markets, and other topics related expatriate labor and their constant escape.. In addition to the role of the Human Resources Fund and ways to expand its targeted figures base and developments in the visa and the unification of the date of the closure of shops and working hours, and other issues related to national employment and localization. "
    He said he hopes to make serious contributions toward improving the work environment in line with the requirements of the development, and in conclusion, the Chairman of the Chamber of delivered a memorial reward to His Excellency the Minister.
