Asharqia Chamber presents you with its best regards, and informs you that it has received the letter of the Union of Saudi Chambers (45505312) dated (3/12/1445 AH), in which reference is made to what was stated by the Local Content and Government Procurement Authority, and in which reference is made to paragraph (3) of Article (9) of the preference list. Local content, local small and medium enterprises, and companies listed on the financial market in business and purchases issued by Cabinet Resolution No. (245), dated 25 Rabi’ al-Awwal 1441 AH, which stipulates that the contractor must adhere to the instructions for delivering products included in the mandatory list and Paragraph (1) of Article (Thirteen). ) included in the contractor - in supply contracts - must provide the government entity with a final report within (30) days from the end of the contract that includes proof that the products are national in accordance with the instructions issued by the authority.
We would like to inform you that the Authority has updated the instructions for the delivery of national products, and the contractor can prove that the product is national - whether the product included in the mandatory list or the product subject to the price preference mechanism - by presenting the contractor with a local content certificate and any of the following:
1- (Saber) certificate issued by the Saudi Standards, Metrology and Quality Organization, stating that the origin of the product is national
2- A written acknowledgment from the manufacturer or service provider according to the form prepared for this purpose, which is available on the website of the Local Content and Government Procurement Authority.
3- The indication of origin. It is required that the indication be fixed in a way that is difficult to remove. The indication must be engraved, sewn, printed or pressed according to the nature of the product. The condition for this is that it must leave a trace after removal.
4- Made in Saudi Arabia certificate issued by the Made in Saudi Arabia program
5- A Saudi technical mark issued by the Made in Saudi Arabia program
6- The product must meet the requirements of the national rules of origin issued by Ministerial Resolution No. (3852) dated 22 Dhul-Qi’dah 1442 AH, for Gulf products manufactured outside the free zones, in accordance with the unified rules.
To give priority in government purchases of national products in the GCC countries (amended formula) approved by Cabinet Resolution No. (167) dated 24 Rabi’ al-Thani 1435 AH
7- A certificate or license for product registration issued by a competent authority in the Kingdom of Saudi Arabia, such as a product registration certificate from the Food and Drug General Authority, the Digital Government Authority, the Communications, Space and Technology Commission, or other competent authorities.
8- A valid commercial register or self-employment document, for services included in the mandatory list
