Asharqia Chamber presents you with the best greetings and would like to inform you of receiving the letter of the Council of Saudi Chambers (L / L / 1323) dated (1/6/1440), which referred to the letter of the General Authority of Customs No. (074708-40-184) dated (26/5/1440) on the Authority's amendment and improvement of many customs procedures and the objectives of the Authority to facilitate trade exchange and achieve customer satisfaction in line with the Vision of the Kingdom 2030.
Accordingly, the Council hopes importers, exporters and customs brokers to have the result of the process of re-engineering customs clearance procedures as follows:
1. Import operations:
-"Manifest" is accepted in English and is not required to be translated.
-The navigational agent shall submit the "Manifest" prior to arrival of the ship at least two days.
-In case of delay, the importer must submit the customs declaration based on the bill of lading and invoices with their archiving before arrival of the ship or aircraft.
-The certificate of origin is not required to be included in customs clearance documents for all imported products bearing a fixed indication of origin, except for products for which the indication of origin cannot be installed in a way that is difficult to remove, or products for which a certificate of origin must be attached in order to enjoy preferential features under the international convention.
-The documents attached to the goods exported to the Kingdom shall not be required from the embassies and representations of the Kingdom abroad or from the Chambers of Commerce and Industry in the cities of purchase and shipment.
-Car parts that prove to have been obtained from the car manufacturer or one of its agents shall be exempted from conformity certificates and shall be cleared by a confirmation from the supplier for conformity.
-Imported items must be compatible with the importer's activity listed in the Commercial Register. The word "import or export" in the Commercial Register is not required to complete the customs procedures.
2. Export process:
-Customs services are provided for export at sea ports 24 hours a day.
-The customs issuer and customs agent shall be able to create the customs declaration and automatically archive the documents "invoices and competition" prior to the arrival of the containers to the export port.
-The word "export" is not required in the Commercial Register to complete customs procedures for export.
