    The first session of the symposium Housing: to accelerate the adoption of a mechanism of Merit and the priority for the distribution of prefabricated units

    Flexibility and non-compliance with the procurement system and the need for follow-up surveillance and stop granting land to large areas

        Launched on Wednesday 11 December 2013 the seminar on ' housing and real estate financing ' organized by the Chamber under the auspices of his Excellency the Minister of housing Dr Shaweesh bin Saud Al-dweihi Central active participation with the main headquarters in Dammam.
    In the first paper presented by Engineer Mohammed Abdullah alkoihas (Director-General of the Office of the alkoihas engineering consultants) (the reality of housing and proposed solutions) in the first session of the Symposium titled (an overview of the housing sector) and moderated by the Chairman of the National Committee of the real estate Council of Saudi Chambers Hamad bin Ali alshoier said that the State had intervened in time to curb the housing crisis trying to control the execution of 500,000 housing units and land loan program but it is very clear that the Housing Ministry would not be able for Solving the housing problem alone as demand for housing units in the growing large enough to indicate that the number of applications for loans, real estate development fund, which reached over 2 million not to mention the lack of a large segment of the subject to the social security program to request a loan amounting to approximately 500,000 families a significant proportion of them do not have the housing with the need to take into account that a large proportion of the population of young people who will look for private accommodation.
    Alkoihas mentioned a number of recommendations: the rapid adoption of the national strategy on housing with clear mechanisms for implementation through timetables for strategic goals and programs, and the speedy adoption of the eligibility and priority for the allocation of housing units that the Housing Ministry has completed implementation and start distribution to eligible citizens, in addition to giving flexibility and powers of the Ministry of housing is not completing housing projects approved without adherence to the procurement system with the necessary follow-up and monitoring, and project management methodology Department in housing projects.
    Alkoihas recommendations about the need to stop the granting of large areas of land to individuals and grants to citizens who are granted within the limits necessary for housing with the provision of infrastructure and services while reducing land speculation and search for appropriate mechanisms for helping stabilize land prices, and raising the price of a citizen's income and incentive schemes for savings while reducing inflation and encourage domestic and foreign private sector in the implementation of housing projects (residential neighborhoods or parks) costs commensurate with the income of the various segments of the transformation of individual development projects Inclusiveness and convert real estate development fund for housing and bank restructuring, and the Zakat on land as well as to achieve sustainable development for all regions and develop plans and programs for migration.
    Alkoihas pointed out in its recommendations to the contrary to major cities, including the activation of urban strategy medium and small increasing cities, villages and municipal funds and projects for population development and physical, economic, and implementation of the development plans of the housing programs and projects and to overcome any obstacles and finally to reopen lending for investment in residential and commercial projects, who stopped by the real estate development fund.
    In the second paper of the same meeting that carried the title (about regulations of real estate units will sell) said real estate will units in the Ministry of trade and industry alkeel, the functions of the Commission on the sale of real estate units on the map to determine the necessary documents for registration in the register of real estate developers, and technical and financial qualification requirements to developers, and conditions for rights of buyers and the protection and development of the terms and specifications of the escrow account and supervision, and operating conditions in the benefits involved in the project, and identify the responsibility and role of the parties Disbursement of payments, in addition to the requirements for disclosure of real estate sold and record documentation.
    Abu Dahesh  said that the functions of the Secretariat of the Committee is to direct communication with customers, receive orders and make sure they meet the requirements, reviewing applications and communicate with applicants and requests the Committee to recommend and review engineering and accounting reports for follow-up projects with stakeholders. Arranged and documented record of the developers, accounts, security breaches, and the coordination of the meetings of the Commission and follow-up to the implementation of its decisions. Abu Dahesh  said that the number of projects licensed so far, the Committee has 26 projects licensed including 12 projects in Jeddah, 7 projects in Riyadh, and 3 projects in Makkah, and 3 projects in Dammam, and Ta'if project.

    The licensed units stated that the licensing of some of 3009 unit 19508-355, in Riyadh, Jeddah, 2563, 91, in the city of Dammam, 14593 apartment including 785 apartment Riyadh, 4670 apartment in Makkah and in Jeddah apartment 8786, 262 apartment in Dammam, and 189 apartments in Taif, and 490 offices (in Jeddah), 8 stores, and 1408 industrial lands (all Riyadh), the eight projects are still under study.
