Al-Saeed considered the step of issuing the electronic instrument as a qualitative shift in the activities of the Ministry, achieving complete dispensation of paper formulas and paper instruments, which are part of the reforms that have taken place on the activities of the Ministry, including the launch of an "ownership" platform that means customer complaints in the event that their transactions are hampered in each of The Ministries of Justice and Municipal and Rural Affairs, a process that is carried out in coordination with the Real Estate General Authority, which in turn monitors the complaint, observation, or objection and sends the results to the beneficiary, all of this done automatically, without appearing to the Ministry of Justice or the Ministry of Municipal and Village as well.

On the issue of real estate description, Al-Saeed said that there is a project to issue an electronic instrument on real estate according to its description, in coordination with the Ministry of Municipal and Rural Affairs, and the project will see the light soon.
He pointed out that electronic unloading is taking place at the present time through one of the well-known Saudi banks, but the matter is temporary and we are working with the support of the Saudi Arabian Monetary Agency to complete the unloading through the beneficiaries ’accounts in other local banks.
He mentioned that the process is carried out free of charge, and as for dealing with notaries, this is subject to supply and demand, and according to the understanding between the notary and the beneficiary.
He pointed out great coordination with the General Authority of Zakat and Income to set the value-added tax process so that the instrument would be given a tax number, the beneficiary can verify the tax due on him, before entering into the emptying process.
