His Excellency the President of the audiovisual media, Dr. Riad Kamal Najm said that the Commission established to regulate audiovisual activity, developed through different means, to cultural and educational results, in line with developments in the market.
This came during a meeting organized by the Chamber on Sunday (1/12/2013) which started with the welcome address by the Secretary General of the Chamber Abdul Rahman bin Abdullah alwabel , who said that the Chamber was aware of the importance of this the meeting for the investment in the field of audiovisual media, the expected role to play to promote attitudes of Saudi media, confirming the importance attached by the Government of the custodian of the performance to keep pace with global changes in telecommunications, media and information technology, and Subsequent changes in concepts and trends. Alnajem told the audience that the audio-visual channels we have lacked the flexibility of management, are not able to cope with the developments taking place in the media landscape, so local production was modest and competitor information, and accordingly was advertizing limited and incompatible with the size of the market.
He said that there were certain circumstances contributed to the media investments, leading to the need to restructure the audio-visual media, which increase the efficiency of these methods, localization, and create additional media in line with the Customs and traditions of the community, contributing at the same time create more job opportunities for Saudi youth, this necessitates the reform and expansion of the market and find a legal means to deal with media content from abroad. It was the launch of audiovisual media, such as a body with legal personality enjoying financial and administrative independence, which was adopted in September 2012 and is chaired by the Minister of culture and information, membership of 6 members representing a number of government agencies, as well as members with experience and expertise.
Alnajem said that the objectives of the Commission promoting religious values, social and cultural rights in the Kingdom, and provide the public with information materials visible and audible (recreational, cultural and educational) with high quality, flexible and transparent frameworks for the licensing of audiovisual media to accommodate commercial and technology trends, and to ensure equal opportunities and fair competition in the area of work, and the support and development of the broadcasting sector and the audiovisual media content, support and implementation of the objectives of the information policy of the Kingdom. He said that the terms of reference of the Commission are managing the licenses of all broadcasting activities and audiovisual media content, and propose amend licenses fees and submit them to the competent authorities to adopt, in agreement with the communications and information technology Commission with regard to the spectrum of audiovisual media, providers of broadcasting and the audiovisual media content to ensure adherence to regulations and licensing requirements, receive and investigate complaints, and to support and conduct research and studies and organize conferences and seminars concerning audiovisual activity, a mechanism for the settlement of disputes between the Commission and the service providers.
The Chairman of the audiovisual Commission said the Commission had issued a set of regulations in organizing media activities and broadcast them regulations: ' FM radio broadcasting, the importation and sale of satellite receivers and smartcards, and space stations, and radio and television production studios, and representative offices of satellite channels, broadcast and distribution channels through different means of communication, electronic games services. Alnajem got the approval of the Ministry of trade and industry on the establishment of the Saudi company for measuring media, the company's first mission is to measure the ratios of TV in the Kingdom in a transparent and neutral, and will oversee the company's authority to ensure compliance with international standards which guarantee acceptance results from all sides of industry, the project organization of TV advertising market in the Kingdom and increase its size.
